Dubai authority approvals.
How building permits actually move through Dubai Municipality, Trakhees and the Dubai Development Authority — what each body asks for, which inspections gate the programme, and where schedules usually slip.
Dubai Municipality (DM)
The default authority for plots inside mainland Dubai that do not fall under a free zone or a master-developer jurisdiction.
Submission requirements
- Affection plan, title deed and site survey issued by DM
- Concept / massing submission for planning compliance (setbacks, GFA, height, parking)
- Detailed architectural, structural, electromechanical and drainage drawings
- Structural calculations and soil investigation report signed by a licensed engineer
- Green Building Regulations compliance sheets
Inspection sequence
- Excavation and shoring inspection before any concrete
- Foundation / raft reinforcement inspection prior to pour
- Typical slab, column and blockwork inspections per floor
- Drainage and firefighting inspections with DEWA and Civil Defence sign-off
- Building Completion Certificate inspection at handover
Timelines · Concept review typically returns comments in 5–10 working days; detailed building permit in 2–4 weeks once comments are cleared. Site inspections are booked per milestone and normally attended within 2–3 working days of request.
Trakhees (Ports, Customs & Free Zone Corporation)
Governs Nakheel and free-zone developments — Palm Jumeirah, Jebel Ali, Dubai World Central, Discovery Gardens, International City and similar.
Submission requirements
- Consultant and contractor registration with Trakhees before any submission
- NOC from the master developer prior to design review
- Design submission under the Trakhees Building Code and EHS requirements
- Fire and life-safety strategy reviewed by Trakhees CD (Civil Defence) desk
- EHS construction management plan, including waste and site-safety provisions
Inspection sequence
- EHS mobilisation audit before the site is allowed to operate
- Stage inspections tied to shoring, foundation, superstructure and MEP first fix
- Periodic unannounced EHS audits — non-conformities carry stop-work power
- Final inspection and Completion Certificate issued through the Trakhees portal
Timelines · Trakhees design review runs 2–3 weeks per cycle and is comment-heavy on EHS. Budget for two review cycles. EHS audits are continuous throughout construction, not milestone-limited.
Dubai Development Authority (DDA)
Covers TECOM-managed districts — Dubai Internet City, Media City, Knowledge Park, Dubai Design District, Dubai Production City, Barsha Heights and Jumeirah Lakes Towers.
Submission requirements
- Consultant classification with DDA matching the building height and use
- Land-use and planning clearance against the district master plan
- Full technical submission through the DDA e-services portal
- Fit-out submissions handled separately from base-build permits
- Sustainability and district cooling coordination where applicable
Inspection sequence
- Enabling works and shoring inspection
- Structural milestone inspections per approved inspection schedule
- MEP and fire-system testing witnessed before closing ceilings
- Building Completion Certificate followed by tenancy / fit-out permits
Timelines · Planning clearance typically 1–2 weeks; building permit 3–4 weeks. Fit-out permits inside an occupied district building are usually issued within 7–10 working days.
Where approvals slip.
- Unregistered consultant
- Every authority checks classification first. A submission from an unclassified consultant is rejected before technical review.
- Missing developer NOC
- In Trakhees and DDA districts the master-developer NOC gates the entire review. Obtain it before design freeze.
- Late Civil Defence input
- Fire strategy raised after the structure is fixed forces core and shaft rework. Coordinate at concept stage.
- Unmanaged NCRs
- Open non-conformity reports block completion inspections. Close and document each one as it is raised.
- As-builts left to the end
- Completion certificates require as-built drawings matching site reality. Track deviations weekly, not at handover.
